K-RERA Imposes Rs.25,000 Penalty Per Quarter for Delayed QPR Filing (FY 2026-27)

What This Circular Covers

Following its earlier circular of 19th June 2026 on Quarterly Progress Report (QPR) obligations, K-RERA issued a further circular dated 2nd July 2026 specifying the penalty for delayed or non-submission of QPRs for the Financial Year 2026-27.

This circular references three prior communications: the circular dated 20/01/2026 (No. RERA/Accounts/CR/127599/2025-26), the circular dated 07/02/2026, the corrigendum dated 20/02/2026, and the circular dated 19/06/2026 (No. RERA/ACCOUNTS/DCF/02/2024-ACC).

As per Section 11(1) of the RERA Act read with Rule 15(1)(D) of the Karnataka Real Estate (Regulation and Development) Rules, 2017, promoters must submit Quarterly Updates through the K-RERA web portal within fifteen days from the expiry of each quarter.

The circular exercises the Authority's power under Section 38(1) of the RERA Act, which vests K-RERA with the power to impose penalty or interest for any contravention of obligations cast upon promoters. It also invokes Section 61, under which a promoter who contravenes provisions of the Act may be liable to a penalty extending up to 5% of the estimated project cost.

How the Penalty is Paid

Promoters must file/submit their respective Quarterly Updates and pay the applicable penalty through K-RERA e-Payment. The provision for penalty payment is made available on the K-RERA web portal through the promoter's respective Project Login for Quarterly Update submission.

⚠ Recovery Action Timeline

The Authority will initiate action from 16th July 2026 for recovery of the penalty amount for delayed or non-submitted Quarterly Updates. This circular came into effect from 2nd July 2026.
